Do I need a SWMS and a confined space entry permit?+
Yes — both, and they're not interchangeable. The entry permit authorises a specific entry into a specific space and records who's inside. The SWMS documents the work method: testing, ventilation, standby arrangements, rescue. The permit is required under your state's safety regulations, and the SWMS is required because confined space work is high-risk construction work.
What actually counts as a confined space?+
Broadly: an enclosed or partially enclosed space not designed for people to work in, with a risk from the atmosphere or engulfment — tanks, pits, sewers, silos and vessels are the classics. It's about the risk, not the size. If you're unsure whether your space qualifies, your state's WHS regulator publishes guidance — and treating it as confined until proven otherwise is the safe call.
What atmospheric testing does the SWMS need to cover?+
Testing before entry and monitoring while anyone's inside — typically oxygen level, flammable gases, and toxic gases like hydrogen sulphide and carbon monoxide. The SWMS should say who tests, with what gear, and the readings that stop the job. Ours includes these controls, and you review and edit every step before paying.
Do I really need a rescue plan? Can't we just call 000?+
A call-000-and-hope plan doesn't cut it — an atmosphere casualty can't wait that long, and untrained rescuers going in after a mate is how one casualty becomes two. You need a standby person who stays outside, a way to retrieve the worker without entry where possible, and rescue gear on site and ready before anyone goes in.
Does the SWMS replace confined space training?+
No. Workers entering confined spaces, and the standby person, need proper confined space training — the SWMS documents the method for this job; it doesn't make anyone competent. Keep training records alongside the signed SWMS, because site audits usually ask for both together.
